Sēcrette is the answer for refined and considerate adults who enjoy the pleasures of smoking. 21st century microelectronics now allows Sēcrette to offer a stylish smoking device that gives the feel and taste of your favorite fine tobacco while not offending others. Without flame or smoke, the Sēcrette emits a harmless odorless vapor and is acceptable in nearly any setting. Sēcrette simply atomizes a disposable cartridge of flavored nicotine, propylene glycol and water into vapor which quickly evaporates as you exhale. Sēcrette provides smoking satisfaction at significantly less cost than traditional tobacco products. Each Sēcrette is guaranteed up to 1 year should it stop working due to manufacturers defects.

They are indeed safer than cigarettes, and if you live in the UK they allow you to "smoke" in pubs. It basically sprays water vapour mixed with a little nicotine when you inhale, so its not got any of the tar and nasty crud in it that a normal cigarette has.

Apparently its called a Gamucci Micro Electronic Cigarette, and Google tells me the starter kit will set you back about £50.

Bear in mind, though, that while it does remove a lot of the harmful substances from the smoking experience, nicotine itself is actually somewhat more toxic than cyanide.

They are used while trying to quit smoking. I believe you can get them from your doctor. Many hospitals now have a class with free products and information on how to quit smoking.
